Agricultural Income Tax (AIT)

Historically, Agricultural Income Tax (AIT) in Khyber Pakhtunkhwa was assessed and collected primarily on the basis of agricultural land holdings. However, under the National Fiscal Pact signed between the Federal Government and all Provincial Governments on 24 October 2024, the provinces committed to undertake comprehensive reforms in their Agricultural Income Tax regimes to enhance revenue mobilization, transparency, and fiscal sustainability.

In pursuance of these commitments, the Khyber Pakhtunkhwa Agriculture Income Tax Act, 2025 was notified on 18 February 2025, followed by the Agriculture Income Tax Rules, 2025 on 05 August 2025.

Under the new legal framework, Agricultural Income Tax is no longer based solely on land holdings. The tax liability is now determined on the basis of both agricultural land holdings and agricultural income, ensuring a more equitable, transparent, and progressive taxation system.

Prior to these reforms, the Province faced several challenges, including:

  • Absence of a comprehensive and verified database of Agricultural Income Tax taxpayers.
  • Non-availability of CNIC-linked ownership data in the Record of Rights (RoR).
  • Limited digitization and integration of land and taxpayer information.
  • Difficulties in identifying, assessing, and monitoring potential taxpayers.

To address these challenges, the Board of Revenue, Khyber Pakhtunkhwa, in collaboration with the Khyber Pakhtunkhwa Information Technology Board (KPITB), has developed a modern Agricultural Income Tax Management System to establish a reliable taxpayer database, enhance compliance, facilitate taxpayers, and strengthen revenue administration through technology-driven governance and digital service delivery.

To further enhance taxpayer facilitation and accessibility, a dedicated Agricultural Income Tax (AIT) Mobile Application has been developed for both Android and iOS platforms. The application is available through the KPITB Dastak Platform and enables taxpayers to register, submit returns, generate payment challans, view tax records, and access AIT-related services online. This digital initiative promotes ease of compliance, transparency, efficiency, and citizen-centric service delivery across the Province.
