Introduction

E- Stamp: E-Stamp (Electronic Stamp) is a computer-generated stamp instrument issued through an authorized electronic system against electronic payment of stamp duty, printed on plain white paper, and embedded with unique identification numbers, QR-code–based verification, and prescribed security features, making it legally valid and verifiable for all registration, evidentiary, and legal purposes.

The execution of E-Stamping in Khyber Pakhtunkhwa is firmly rooted in the Stamp Act, 1899, as amended from time to time and specifically adapted to recognize electronic and digitally generated stamps (e-stamps).

Recent amendments—particularly those introduced through Khyber Pakhtunkhwa Act No. XIV of 2020—have modernized the statutory framework by formally defining “e-stamp”, recognizing electronically generated instruments, and declaring instruments stamped through e-stamps as “duly stamped” for all legal purposes.

The E-Stamping System is executed strictly in accordance with above Sections of the Stamp Act, 1899, as amended, which expressly recognize e-stamps, authorize electronic payment of stamp duty, and empower the Provincial Government to regulate issuance through rules and notified mechanisms.

Legal Coverage for E-Registry

The E-Registry (Electronic Registration) system in Khyber Pakhtunkhwa is expressly enabled and protected by the Registration Act, 1908, through Sections 16-A and 17-A, inserted vide Khyber Pakhtunkhwa Act No. XIII of 2021.

1.Section 16-A establishes the statutory foundation for an online repository of registered instruments and permits electronic verification of registered property, thereby legally validating centralized digital storage, retrieval, and verification of registration records.

2.Section 17-A complements this framework by expressly allowing digitized processing of documents and instruments, recognizing electronic workflows as a lawful mode of registration. Together, these provisions provide complete statutory authority for electronic presentation, registration, storage, verification, and post-registration services under the E-Registry system.

The main objectives of the proposed Scheme are:

To increase the efficiency and accuracy and ultimately increase in revenue generation.

Prevent paper and process related fraudulent practices.

Prevent leakage of government revenues.

Store information in electronic form.

Build a central database to make an ease of the verification process.

Automation of Sub Registrar offices.

E-Stamping implementation for both high and low denomination.

Progress of E-Stamping & E-Registry

• E-Stamping Successfully Implemented Province-wide:
  • End-to-end digital issuance of stamp papers operational through authorized banking channel of the Bank of Khyber, covering both low and high denominations, eliminating back date transactions in and Fake stamp papers.
• Centralized & Secure Digital Ecosystem Established:
  • All E Stamping and E-Registry transactions are stored in a Common centralized electronic database, ensuring data integrity, auditability, and real-time revenue monitoring. As Per SLA KPITB is responsible the data Security and integrity.
• .Integration with E-Registry Achieved:
  • E-Stamping is fully integrated with the E-Registry (Electronic Registration) System, enabling seamless use of E-Stamps during deed registration without manual verification.
• E-Registry Launched in Pilot District (Peshawar):
  • Sub-Registrar Offices in Peshawar automated with digital deed preparation, biometric verification, system-based workflows, and electronic record preservation. Digitally seamless integration with FBR for the 236 K and 236 C has been completed. 
• Enhanced Transparency & Public Facilitation:
  • Online verification (QR-based), reduced processing time, zero cash handling, and standardized procedures have significantly improved citizen trust and service delivery.
• Strong Governance & Revenue Impact:
  • The reforms have strengthened financial discipline, Revenue leakage control, and compliance, laying a solid foundation for province-wide scale-up of digital land administration.

BACKGROUND

E-Stamping is a major initiative of Board of Revenue. Stamp duty is one of the key source of revenue generation for the Provincial exchequer. Launch of E-stamping is a step forward, which has replaced manual transactions with electronic transactions. Overall, Board of Revenue has collected an amount of Rs 4.087 Billion so far in E-stamp Duty. The BOR KP E-Stamping System is facilitating large number of citizens in Whole Khyber Pakhtunkhwa.

Initially the acquiring of software from the PITB was supported by GPP KP, a project of P&DD, BOR, KP has successfully shifted the E-Stamp System from the PITB Data Center to KP Data Center using the KPITB E-Stamp System (Jointly developed by the KPITB and BOR Technical Team), thus saving an amount of Rs. 74 million/annually regarding data hosting.

SIGNING OF SERVICE LEVEL AGREEMENT

E-Stamp Signing of Service Level Agreement:

Initial Service Level Agreement (SLA) was signed among PITB, Board of Revenue & NBP on 1st September, 2022 that is expired on 31, August, 2025.

New Service Level Agreement (SLA) is signed among KP IT Board, Board Of Revenue and Bank Of Khyber on 9th September, 2024

KPITB E-stamping system is self sustainable as we charge a nominal fee from public instead of government

NBP was requested to extend the SLA with BoR and KPITB but the same was denied at their end.

Request for declaring the Bank of Punjab as state agent has been forwarded to FD and FD has approached SBP Karachi Head office for it.

• Fill out the form 32-A Online on above link
• Print out the form after making sure that all the details are correct
• Take this printed form and go to nearest Bank of Khyber (BOK) Branch authorized for E-stamping & Pay the required stamp duty at the bank
• Get the e-Stamp paper immediately after payment at the bank
• You may verify the E-stamp paper number online on the above website After the E – Registry Launch in Peshawar the General Public can now get their E Registry by applying / accessing the Online E-Registry Web Portal through the e Stamping Website.

E-Registry

• E-Registry has been launched from 17th December 2025 in Peshawar and recently implemented in Divisional Head Quarters.
• UAT has been carried out and training of the Sub Registrars of the District Peshawar has been completed.
• Before the Roll out at the District Peshawar a parallel run was also carried at the District Peshawar.
• Request for Assistance for the IT equipment has been forwarded to KPRMP for remaining Sub Registrar office automation at the Divisional Level in First Phase and rest of the districts in the Second Phase of E-registration system
