Meeting on AIT Communication TORs and Campaign Implementation – Khyber Pakhtunkhwa

A meeting was held under the chairmanship of Mr. Abdul Ghafoor Shah, Member (S&C, Taxes), attended by Mr. Kashif Nadeem (Secretary Taxes), Mr. Basharat Ahmad (Director Land Records), and Mr. Atta-ur-Rehman Marwat (Project Director, E-Stamp, KP).
Mr. Pir Imran (M&E Specialist) and Mr. Saud (M&E Associate), KPRMP, also participated. Representatives from the Sybrid Communication Firm, including Ms. Sumaira (Head of Marketing & Communication) and Ms. Ayesha (Assistant Manager Marketing & Communication), joined the meeting. The session was also attended by representatives from the World Bank.
The meeting focused on reviewing the Agricultural Income Tax (AIT) Communication TORs, previously shared with the communication firm. Detailed discussions were held on:
The duration and phasing of the communication campaign (October 2025 to March/June 2026).
The structure and approach for pilot and main campaign activities.
The content development strategy, including radio and TV spots, social media posts, brochures, posters, flyers, testimonials, and animations.
Execution at the field level through divisional, district, and tehsil seminars, Farm Service Centers, and Revenue offices.
Mechanisms for SMS outreach and taxpayer engagement, and data verification of registered contact numbers.
The meeting was highly productive, with all queries from the communication firm addressed. It was agreed that the campaign strategy would align with the World Bank-supported KPRMP objectives and BoR’s digital initiatives for improved AIT filing and payment compliance.
