

Meeting on Agricultural Income Tax (AIT) Act and Rules 2025, Land Record Computerization & Revenue Reforms – Commissioner Office Abbottabad
A meeting was held at the Commissioner Office Abbottabad under the Chairmanship of Mr. Muhammad Javed Marwat, Senior Member, Board of Revenue (SMBR) and Co-Chairmanship of Mr. Syed Fayaz Ali Shah, Commissioner Hazara Division.
The meeting was attended by Mr. Abdul Ghafoor Shah, Member (Settlement, Consolidation & Taxes); Mr. Kashif Nadeem, Secretary Taxes; Mr. Basharat Ahmad, Director Land Records; Mr. Akmal, Project Director (Computerization of Land Records); Mr. Atta-ur-Rehman, Project Director (E-Stamp); Deputy Commissioners of Abbottabad, Battagram, Haripur, and Mansehra; along with Additional and Assistant Commissioners and the Deputy Director (Database) concerned.
The session included detailed briefings on:
Agricultural Income Tax (AIT): Implementation progress, accounting methods, land zones and rates, AIT Portal performance, and recovery position.
Computerization of Land Records: Hazara Division reported 87% operational Mauzas — Abbottabad and Battagram at 100%, Haripur 92%, and Mansehra 66%. SMBR directed field staff to expedite completion, particularly in Mansehra.
CNIC Updation in Land Records: Continuous improvement observed — Abbottabad (3.08%), Haripur (3.43%), Mansehra (3.15%), and Battagram (2.35%), with transaction-based updates in progress.
Cashless Payment System: Review of BOR’s initiative enabling digital payments for Fard and Mutation through 1Link, Easypaisa, and JazzCash, enhancing transparency and citizen convenience.
Missing Mutations & Revenue Issues: Abbottabad and Battagram achieved 100% recovery; Haripur (92%) and Mansehra (77%) directed to complete remaining within defined timelines.
Khana-e-Kasht & Complaints: Field staff instructed to finalize pending transposition cases and ensure prompt public grievance resolution.
Capacity Building: AIT and ICT-based training programs for Assistant Commissioners, Tehsildars, Qanungos, and Patwaris were discussed for rollout through the Revenue Academy.
The SMBR, Mr. Muhammad Javed Marwat, emphasized timely achievement of revenue targets, early resolution of all outstanding issues, and enhanced coordination among revenue formations for improved transparency and efficiency.
Secretary Taxes, Mr. Kashif Nadeem, addressed queries related to AIT law, recovery mechanisms, and portal-based filing, assuring continued technical support to the field offices.
The meeting concluded with a reaffirmed commitment to digital transformation, transparency, and effective revenue mobilization across the Hazara Division.
