

Progress Review Meeting on Land Identification & Acquisition for District and Tehsil Complexes in the Merged Districts
Peshawar, 19 November 2025 –
A progress review meeting regarding land identification and acquisition for the establishment of District and Tehsil Complexes in the Merged Districts was held today under the chairmanship of the Worthy Senior Member, Board of Revenue, Mr. Muhammad Javed Marwat.

The Chair emphasized that establishing modern administrative complexes in the merged districts is a top priority of the Government of Khyber Pakhtunkhwa. He urged all concerned officers to expedite the land acquisition process to enable commencement of construction without delay.
Key Decisions
All land acquisition matters across the merged districts must be resolved on priority, enabling KP-RIISP to finalize and submit the PC-1s for the proposed District and Tehsil Complexes.
For Tehsil Complex Bara, 50 kanals of private land has been identified. The Deputy Commissioner Khyber was directed to submit the final land cost (OCTs).
For District & Tehsil Complex Jamrud, 1700 kanals have been identified; however, the case is sub-judice and there is resistance from locals. The DC was directed to expedite resolution. Rs. 318 million has already been requested for land acquisition.
For District Complex Kalaya (Orakzai), the Deputy Commissioner was directed to finalize all pending land acquisition matters on priority.
For Tehsil Complex Ghiljo, a requirement of Rs. 11.83 crore was placed before the Chair. The case shall be processed for release from Finance Department.
KP-RIISP was directed to submit within one week the PC-1s for:
District Complex Kurram (Parachinar)
Tehsil Complex Upper Kurram (Parachinar)
Tehsil Complex Lower Kurram (Sadda)
The funding demands for Tehsil Complex Central Kurram and Tehsil Complex Sarwaki will be forwarded to the Finance Department.
The PC-1s for District Complex South Waziristan Lower (Wana) and its associated Tehsil Complex shall be expedited and submitted to the P&D Department for PDWP processing.
Regarding Tehsil Complex Dara Adam Khel, two sites were identified—Eagle Fort (FC ownership) and a Main Road site. Both are feasible. The Deputy Commissioner was instructed to finalize the site.
A reminder will be issued to Finance Department for Rs. 18 million required for Tehsil Complex Hassan Khel.
The PC-1 for Tehsil Complex Darra Zinda will be submitted to P&D Department.
The Deputy Commissioner Tank was directed to complete land acquisition for Tehsil Complex Jandola within 15 days.
The Senior Member directed all Deputy Commissioners to strictly adhere to timelines and ensure seamless coordination with KP-RIISP. Establishing these complexes will strengthen governance, improve administrative outreach, and enhance service delivery across the merged districts.
